Public Call for Applications: Program Evaluator – Outcome Harvesting Expert

About the Assignment
We invite qualified experts to apply for the position of Program Evaluator – Outcome Harvesting (OH) Facilitator to lead the OH process for a two-year democratic development project implemented in cooperation with the Danish Social Democratic Party and financed by the Danish Institute for Parties and Democracy (DIPD). The expert will be responsible for designing and facilitating an inclusive outcome harvesting process and compiling a comprehensive report in line with DIPD’s OH guidelines.

Scope of Work
The expert will be responsible for the full outcome harvesting cycle, including:
• Designing the outcome harvest, including clarifying harvest questions in collaboration with project partners.
• Reviewing project documentation, including reports and signs of change found by project implementing team and based on his/her observation of project documents
• Facilitating an outcome harvesting workshop with project stakeholders (exact number of days and length will be determined jointly at later stages).
• Substantiating outcomes through interviews with informants external to the workshop.
• Analysing and synthesizing the findings, identifying patterns and lessons learned.
• Preparing the final OH report, including relevant sections of templates (Annex II) and narrative analysis in line with DIPD’s reporting format (Annex I of the guide).

Expected Deliverables and important notices
1. Inception report and work plan (including methodology and timeline).
2. Facilitation of outcome harvesting workshop.
3. Interviews with key informants for outcome substantiation.
4. Final outcome harvesting report (5–7 pages), including:
• Summary of harvested outcomes.
• Reflections on project contributions, drivers/barriers.
• Completed outcome templates (Annex II).
• Lessons learned and recommendations.
5. Raw data, interview notes, and workshop materials.
6. Start of OH reporting is planned to begin from the second part of October
7. OH report first draft must be sent no later than 20.11. 2025.. Date for final OH report is 30.11.2025. (Dates might be subject of change due to the dynamics of implementation, and will be announced timely)
8. Report and whole work will be conducted in English language (exception will be interviews and work with stakeholders due to the language barrier of the target groups)

Required Qualifications
• Proven experience with Outcome Harvesting, participatory evaluation, or similar MEL methodologies.
• Familiarity with democratic development, political participation, or civic engagement programs.
• Strong facilitation skills, especially in multicultural or politically sensitive environments.
• Excellent analytical and writing skills in English;
• Previous experience working with civil society or political actors is an asset.
